The Queen
The Queen has her Privy Council. The Cabinet developed from this Council, which used to be a body of advisers of English monarchs and was the chief source of executive power in the State. As the system of Cabinet government developed, the Privy Council declined in importance. The present day Privy Council exists mainly to give effect to policy decisions made elsewhere. The Privy Council consists of members of the Royal family, the Arch-bishops, Colonial governors and all senior Ministers and ex-Ministers, together with others to whom membership has been given as an honor. Privy Councilors are entitled to the prefix: The Right Honorable before their name. There are about 300 of them altogether. A committee of the Privy Council, the Judicial Committee, however, is the final court of appeal for a British (i.e. the Royal Court). Another important attribute of power is information. All cabinet minutes and papers go in a red box to Buckingham Palace: atomic secrets, budget plans, important foreign correspondence, all go to the Queen. Every Tuesday night, when the Queen is in London, the Prime Minister goes round to Buckingham Palace for a talk with her. The social influence of the palace is great. The Royal family is the principal aristocratic house in Britain, closely connected with other members of the hereditary aristocracy and with big finance interest.
